Biography
Stuart Kern is a program analyst in NCATS’ Executive Office (Acquisitions Department) within the Office of Administrative Management, where he provides contract support for research and development (R&D) and non-R&D contracts. Prior to joining NCATS, Kern served as a contracting officer in the NCATS section within the Office of Acquisition at the National Institute on Drug Abuse, where he worked closely with the NCATS Information Technology Resources Branch and Therapeutic Development Branch.
Prior to joining NIH, Kern was an assets compliance officer at the U.S. Department of the Treasury in the Office of Foreign Assets Control, where he monitored and enforced economic sanctions against specific countries. He also practiced law, with an emphasis on matters of software and website development. He also has worked as a professional cabinetmaker and custom furniture maker.
Kern holds a J.D. from the American University Washington College of Law and a B.A. in political science from Indiana University of Pennsylvania. He served as an officer in the U.S. Army Reserve in both company- and battalion-level positions.
Professional Interests
Kern is interested in leveraging the flexibilities of federal acquisitions laws, regulations and policies to meet the dynamic, rapidly evolving requirements of the integrated scientific environment at NCATS.
