Biography

Tiangay Waines is a grants management specialist in the Grants Management Branch, Grants Section A, within NCATS’ Division of Extramural Activities, where she manages a portfolio of grants supported by various programs, including exploratory/developmental research grants, training grants and conference grants. She serves as a point of contact for notices of funding opportunities and interacts with the broader NCATS and NIH communities as a program liaison.

Prior to joining NCATS in January 2023, Waines served as the grant accountant for the City of Baltimore, where she managed $641 million in funding received under the American Rescue Plan, which provided state and local fiscal recovery funds in response to the COVID-19 public health emergency and its negative economic impacts. Previously, she served as the senior staff accountant for Capital Programs in the Department of Public Works, where she provided leadership and coordination in developing budgetary and administrative procedures relating to 147 wastewater projects, including budget formulation, expense tracking and account reconciliations. Before her tenure with the City of Baltimore, Waines served as a staff accountant at Planned Parenthood of Metropolitan Washington, DC, Inc., where she managed a portfolio of federal, state and private grants and conducted grant analyses to ensure that grant requirements were met and that they were congruent with the strategic plan.

Waines earned her Bachelor of Science in accounting/finance and her Master of Business Administration from Washington Adventist University, and she has more than 10 years of experience in accounting, grants management, budgeting and project management.

Professional Interests

Waines has a keen interest in supporting NCATS’ mission to advance the translational process so that new treatments and cures for disease can reach people faster. She enjoys teaching English as a Second Language and tutors children in grades K–6.
