NCATS, a major research component of NIH, seeks applications from outstanding candidates to fill a supervisory information technology (IT) specialist position (GS-2210-15). The opening is in the Information Technology Resources Branch of the Office of Administrative Management in Montgomery County, Maryland.
Core Responsibilities
The selected candidate:
- Serves as a senior manager and principal advisor on IT issues.
- Oversees, manages and directs a full range of IT services for client organizations.
- Provides leadership, direction and coordination to the IC’s management and staff in its work with other NIH Institutes and Centers, other agencies and outside organizations.
- Provide expert analysis and advice and develop solutions to solve issues and problems associated with agency-wide IT programs.
- Evaluate and improve work methods, procedures and guidelines used in developing and implementing IT programs, systems and projects.
- Serve as a recognized technical authority for new and advanced computer systems software.
Qualifications
To qualify for the position at the GS-2210-15 level, you must have:
- IT-related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates all the following competencies:
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (i.e., individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attending to nonverbal cues and responding appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information uses sound judgment to generate and evaluate alternatives and make recommendations.
AND
- One year of specialized experience equivalent to at least the GS-14 level in the federal service obtained in either the private or public sector, typically gained in the IT field or through performing the following IT-related tasks:
- Developing and implementing IT plans, policies and projects.
- Managing resources for cyber technologies development and administration.
- Overseeing the design and implementation of IT infrastructure and systems.
- Identifying critical IT issues through analysis and strategic initiatives.
- Providing supervision or direction to other staff.
