Biography

Andrew D. Kelly, M.B.A., is the acting deputy executive officer in NCATS’ Office of Administrative Management. He helps the acting executive officer lead and direct many of the center’s administrative management activities. These areas include financial management, general administration, information technology and management analysis.

Previously, Kelly was the budget officer in the center’s Financial Management Branch. In this role, he oversaw and represented NCATS in all aspects of budget and finance.

Kelly joined NCATS in 2012 and has led numerous budget activities. These include providing financial oversight of the Clinical and Translational Science Awards (CTSA) Program and NCATS’ participation in the Helping to End Addiction Long-term® Initiative, or NIH HEAL Initiative®. Kelly has a leadership role in the NIH Analytics Community of Practice; he is also a member of the Budget Analysts Working Group.

Kelly earned his M.B.A. in business administration from the University of Maryland Global Campus and his B.A. in psychology from the University of Delaware.

Professional Interests

Kelly’s areas of interest include data analytics and visualization, process improvement, and budget management.
