Biography
Andrew Kelly is the budget officer for NCATS, where — from within the Office of Administrative Management — he also serves as chief of the Center’s Financial Management Branch. As NCATS’ budget officer, he oversees and represents the Center in all aspects of budget and finance. Kelly has been with NCATS since 2012 and has been instrumental in leading numerous budget activities, including financial oversight of the Clinical and Translational Science Awards Program and NCATS’ participation in the Helping to End Addiction Long-termSM Initiative, or NIH HEAL InitiativeSM. Kelly currently has a leadership role in the NIH Analytics Community of Practice and is a member of the Budget Analysts Working Group. He holds a master’s degree in business administration from the University of Maryland Global Campus and a bachelor’s degree in psychology from the University of Delaware.
